Steve Mawn
Director of ICT & Transformation
Steve took over the helm of Strata in June 2023 as Director of ICT & Transformation. With over 25 years of experience as a Client and Transformation Director in both local government and the private sector, Steve excels at leading multi-functional teams, engaging C-level stakeholders, and delivering high-value technical and transformational projects.
He is recognised for his strategic leadership, expertise in change management, and ability to streamline business processes while consistently achieving organisational goals. Steve brings a strong technical background, sharp analytical skills, and a proven record of building effective relationships with clients, partners, and vendors to drive business success.
Steve has lived in North Somerset all of his life apart from when studying at Plymouth University. He is married with two teenage sons and has a keen interest in motorbikes.

Jo Winning
Personal Assistant to the Director
Joanna has been in Strata’s employment since 2016 as Personal Assistant to the Director. She works closely with the IT Director, managing his diary, arranging meetings, providing admin support for the various governance boards, overseeing Strata’s finances and the general day-to-day running of the business.
Before her Strata days, she had a variety of roles in both private and public sectors, which included banking, working for a Local Authority, and Social Housing. She also took time out to complete a Garden Design Course in London, which is proving beneficial, having recently moved to a new property which has a large, overgrown garden!

David Sercombe
Head of Applications, Development and Service
As Head of Applications, Development and Service for Strata, David has over 25 years’ experience working in Public Sector IT. David has a passion for delivering solutions that underpin organisational transformation and is a strong advocate for maximising the use of data to inform operational and strategic decision-making.
David started his career following graduation from Cardiff University before going on to study an MSc in Geographical Information Systems at the University of Glamorgan. This led to a lifelong interest in the application of data.
David heads up the Service arm of Strata with 60 highly professional staff spread across 5 departments: Development, Applications, Data, Service Desk and the Document Centre.

Nicholas van Bussel
Head of TDA, Security and Delivery
Nicholas van Bussel is a seasoned technology leader with a proven track record in delivering secure, scalable, and transformative digital solutions for local government. As Head of TDA, Security and Delivery at Strata, Nicholas oversees the strategic direction and execution of infrastructure, security, and project delivery.
With over 20 years of experience in enterprise architecture, project governance, and stakeholder engagement, Nicholas brings a pragmatic yet forward-thinking approach to complex ICT programmes. His leadership has been instrumental in driving platform readiness for Azure, modernising end-user computing environments, and embedding robust governance frameworks.
Nicholas holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP), Azure Solutions Architect Expert and TOGAF Enterprise Architecture Practitioner.
Known for his collaborative style and clarity of vision, Nicholas is deeply engaged in cross-authority initiatives, ensuring that digital transformation efforts are not only technically sound but also aligned with operational realities and user needs.

Peter Johns
Product Delivery Manager
Pete Johns is a seasoned Product Delivery Manager at Strata Service Solutions, where he plays a pivotal role in driving digital transformation across local government services. With a strong background in solutions delivery, Pete leads cross-functional teams to implement innovative technologies that enhance operational efficiency and citizen engagement.
Since joining Strata, Pete has introduced strategic initiatives such as project pipelines across councils and has been instrumental in building a cohesive, high-performing team. His leadership has been marked by successful recruitment, team development, and the delivery of complex infrastructure and telephony projects, including the new End User Computing solution and cloud-based telephony.
Pete is known for his collaborative approach, working closely with stakeholders across East Devon, Exeter, and Teignbridge councils. Outside of work, Pete either loves to be roaming the countryside as a keen landscape photographer, or on the sea as a coastal rower.

Ali Bright
Infrastructure Manager
Ali joined Strata as Infrastructure Manager in the autumn of 2022 and has always lived in Devon, firstly in East Devon and then Teignbridge. He has worked in IT in the public sector for over 30 years – firstly within Education, and then as Head of IT at the Dartmoor National Park Authority with responsibility for all aspects of IT service delivery, including supporting the delivery of shared online services for the family of 15 National Parks in the UK.
Ali’s current role with Strata involves managing a team of Infrastructure Engineers who oversee the management, maintenance and configuration of on-premise ICT Infrastructure, including servers, storage, networking and connectivity. The Infrastructure team also manages Strata’s Cloud infrastructure based in Microsoft Azure.
Away from work, Ali enjoys hiking on the moors and coastal paths of Devon, and is a keen road cyclist and member of the Mid Devon Cycle Club.

Robin Barlow
Security Manager
Robin joined Strata in 2015 and, in his role, leads a dedicated team of security professionals. He holds two industry-leading security certifications. His leadership and technical acumen have been instrumental in strengthening the organisation’s cybersecurity posture.
Outside of work, Robin enjoys experimenting with electronics and microprocessor coding projects, including the integration of Lego! He is also an active field hockey umpire, combining his technical precision with a passion for community sport.

Sue Langston
Service Desk Manager
With 30 years of experience in IT, Sue’s previous roles have spanned both the private and public sectors in London and Devon. Sue’s employment initially commenced as a member of the support desk team at Teignbridge Council prior to Strata being established.
Over time, Sue’s position has evolved into the Service Centre Manager for Strata. She leads a dedicated, customer-focused team that proactively strives to provide a high standard of service.

Martin Millmow
Document Centre Manager
Martin joined Strata from EDDC, where he initially served as Xerox’s onsite Operations Manager at East Devon. His career spans both the public and private sectors, including roles at BP Exploration, Amaco Oil, the Department of Health, and Swiss Bank in various locations around London, managing a range of printing and distribution operations for these companies.
Married with three daughters, he has lived in Devon since 2001 and is an enthusiastic occasional golfer and gym goer.

Jayne Coppin
HR Business Partner
Jayne has been supporting Strata with generalist HR support since 2022. With over 20 years’ experience in strategic HR, Operations and Business Development, she very much enjoys using her skillset and knowledge to support the team.
Jayne spent the majority of her career working in Jersey, where she undertook a number of senior roles as well as providing voluntary support to the local CIPD branch as Vice Chair, Co-Chair and Chair for over seven years.
In her spare time, Jayne plays golf at her local club. If she is not on the golf course, she will be out walking her dogs and enjoying the beautiful Devon countryside.
