Who we are

Our Story

Strata was established in 2014 to deliver shared ICT services across three councils: Exeter City Council, East Devon District Council and Teignbridge District Council.

We were created to reduce duplication, improve resilience, and deliver long-term cost savings. We remain 100% owned by the three authorities.

Our services are shaped entirely by local needs; each council appoints a lead client who acts as the main point of contact with Strata. This model gives each council influence and oversight while ensuring we deliver consistent, professional service across the partnership.

Strata operates on commercial principles but without a profit motive. Our focus is on service quality, transparency and public value. We use technology as a tool to modernise council operations and support smarter ways of working.

What we do

Governed by collaboration

Strata’s Board of Directors includes a representative from each of the three councils, along with our Director of ICT and Transformation. This structure ensures strong alignment between councils and clear direction for our work.

We work in partnership, not at arm’s length. All strategic decisions are made in the open, with shared ownership and accountability.

Built by local authorities, for local authorities

We understand the unique challenges of the public sector because we were built for it. Our model combines the efficiency of a shared service with the focus of in-house delivery.
