Technical Design, Security and Product Delivery
This department ensures that the technology used across all three councils is stable, secure and built to meet long-term strategic goals. The service combines project management, cybersecurity, infrastructure operations and enterprise architecture into a cohesive delivery model.
The focus is on delivering high-quality technology platforms and ensuring that systems are properly designed, governed, and maintained throughout their lifecycle. By embedding security, resilience and scalability from the start, this department helps councils plan confidently for the future.

Project Management
This department manages the delivery of strategic ICT projects for Strata and with the Councils. The team oversees each stage of the project lifecycle – from initial planning and resourcing to implementation and final review.
Project managers apply industry standard delivery methods to ensure outcomes are delivered on time and within scope. They support project governance, facilitate collaboration between departments, and provide regular updates to stakeholders.
This disciplined, structured approach ensures that projects support local authority goals, deliver measurable value, and create lasting improvements in service quality.

Security and Compliance
Security and Compliance is central to how Strata operates. The team takes responsibility for safeguarding systems, data and services through strong governance and proactive risk management.
Strata’s security specialists are well-versed in the regulatory frameworks that apply to local government. Their work ensures that all digital services are compliant, auditable, and resilient to threats. The team continuously monitors risks, advises on best practice, and leads on internal security reviews and response planning.
By staying ahead of legislative changes and maintaining strong working relationships with stakeholders, they help build confidence in Strata’s systems and service delivery.

Infrastructure
The Infrastructure team provides the technical foundation for everything Strata delivers. Their work includes managing on-premise and cloud infrastructure, overseeing networking and connectivity, and ensuring platform resilience and recoverability.
This team is responsible for maintaining and optimising VMware and Microsoft platforms, supporting user devices and systems, and ensuring business continuity in the event of disruption. They work closely with other departments to provide secure and scalable environments that can adapt as council needs evolve.
Their work enables day-to-day operations while preparing councils for future growth and technological change.

Technical Design and Architecture
This function brings together expertise from project management, infrastructure, Security, Data, Applications and Development to ensure all systems are technically sound, strategically aligned and future-ready.
Architecture principles – including scalability, interoperability, sustainability and Endemic Security – are applied to every stage of design and implementation. The team helps guide decisions on new technologies, integrations and service transitions, working to ensure all systems work together as part of a coherent whole.
They also maintain the long-term architectural roadmap for Strata’s ICT environment, ensuring that current delivery aligns with strategic direction.
